Do I have to pay for NinjaTrader on a prop account?

The firm supplies the connection, so you do not buy a NinjaTrader licence to trade an evaluation. Market depth data is usually separate, and some firms sell it as a monthly add-on, so read what is bundled before you compare two entry prices.

Is NinjaTrader the same as Tradovate?

No, though the same firms often offer both. NinjaTrader is a desktop platform and Tradovate is browser based, and a firm may route them through different data providers with different activation times.
